Why custom CSS is not working?

Even when moving to another browser my css is not showing at all. https://okra-chameleon-fdt7.squarespace.com/ site password is:rsaelabs the issue is on the railways solutions page under solutions. There is supposed to be a summary block with css but it doesnt show at all -
