For the 4 images on top: is it possible to do a gradient overlay on load then when the user hover not only the gradient goes out but it zooms in smoothly?

Hello I want to insert a scrollable area in the "roadmap" section. i want the section to stay there in its fixed height while users can scroll inside the section - is this possible? I am planning to insert more text and elements inside as well.
