Coverage / Indexing Issues - & Page Indexed without Content

Hi, We've seen this issue on our .UK & .US sites annoyingly. We can never get a straight answer as to why they are discovered by not indexed! I feel like we've checked through all the options Google suggests with no luck 😞 Are there any suggestions that we may have missed?
