Background videos are background videos, on cover page or not. Should work, if you may use Vimeo, it allows to set quality. Sure refunding if can't help you

This is not Filter or any other plugin question it's a Squarespace issue, so you need contact their support. I've seen this on client sites and it disappeared one day without any changes
