This depends on so many factors, including the version and template being used and whether they need to retain 'backend' data like customer details, order details and so on.
If you want to upgrade from v7.0 to v7.1, I would always recommend updating the existing site rather than starting a new one. That said, regardless of whether you build new or update the existing site, changes can cause a site's search ranking to dip temporarily. However, if you follow SEO best practice to optimise the site, you should be able to limit any impact and potentially help the site's SEO performance in the long run.

It's not possible to access the editing mode of your site unless you directly invite someone as editor/admin etc...
so I'd suggest that you try a different browser or device to see if this problem still occurs

To determine if Custom CSS is affecting your site:
Save a copy of the Custom CSS somewhere safe. When you are confident that you have successfully made a copy of the CSS you can then delete everything from the Custom CSS panel. Click Save to save the changes. Refresh your site in your browser by clicking the browser's refresh button. If you can now edit your site normally, the Custom CSS was causing the issue. You'll need to troubleshoot the CSS before adding it again. If the problem persists, contact Squarespace Customer Care so they can help you troubleshoot.
