When I click it goes away for me as well and I turned off my Adblocker to get that out of the way.
The URL that button is hitting is sandbox.paypal... If I recall correctly that is their development/testing platform. Was this button created on the development platform? If so it wouldn't surprise me that the button doesn't work unless logged into the development backend.
Try creating the button on your real PP account and see what happens.

I recommend using the built-in PayPal integration instead of using buttons. They are inherently troublesome.
The built-in integration is much easier to administer and Squarespace will only charge the 3% transaction fee if you are on the Business Plan. They don't charge transaction fees on Commerce plans, so it will be cheaper to have a Commerce plan ($4 more per month) if your sales are higher than $134 per month.
If you are selling training classes you may also want to take a look at Squarespace Scheduling (instead of Commerce) as this allows you to book people into specific events at specific times.

Squarespace does not currently support PayPal's pay later services.
Squarespace did support PayPal's pay later services in early 2021 but they have since removed support for Pay in 4 (PI4) and Pay in 3 (PI3) presumably to encourage wider use of Afterpay/Clearpay.
We're waiting for Squarespace to replace the old "classic" PayPal integration with the newest "PayPal Commerce Platform" integration that supports PayPal's Pay Later suite of consumer financing solutions, but it seems unlikely this will happen in 2022.

so the answer? I had a Content Blocker extension on in Safari. Turned it off and the Announcement Bar is now visible.🤦♂️
