This works fantastic for me in the footer. However it doesn't like to loop. Any luck there?

This FINALLY worked. THANK YOU. A question my loop is functioning but it takes almost 20 seconds to loop. I'm great with CSS and HTML, new to JavaScript. How do I control the loop?
