Don't know if this will help anyone on this thread. I was having issues connecting to PayPal myself. I "turned off" two-step verification on PayPal by going to 'Profile Settings'. As soon as this simple thing was, SQSP connected to PayPal, first time.
Thanks to SQSP Live Chat for recommending this (finally)... it really should be higher up the 'to-do' list as a solution to this problem.
