The link in the button only needs to be #notifications as it's on the same page. 
If you are wanting to link to that ID from another page, use this instead: 
https://www.wwgc.co.nz/welcome/#notifications

To add descriptive text, use the ‘Underline’ option. You can toggle the horizontal line off if required, to only show your text.
The Text field allows users to provide you with text. It is not for showing them text.

I'm hoping to ask for some help/magic on a problem that I have on the Facebook page plugin. I have placed a codeblock and added the iFrame code however it is non responsive. When you scale the page the content inside the codeblock does not scale, is there a solution for this?

How about stacked them on tablet? If you want this, I can give the guide to find code.
With buttons side by side, it is very difficult to explain.
