Re-direct mobile to a different page

Site URL: https://www.visualreserve.com/nashville-covid19 I have one page on my site that uses roll-over images and doesn't really work well on mobile. Is there a way to either A) Make the roll-over work on mobile. It works, but you it gets confusing for the user the way it does. or B) Re-direct that one page to a different page that I make separately just for mobile users? Thanks!!!!
